Add justification of quote strings to Pico when called as a stand alone editor

This patch allows you to start Pico with the "-qs" option to specify a default quote string. This is useful if you call pico from another program (say a newsreader) and you use it to reply to messages. In this case, starting pico with the option
 
pico -qs ">"
 
will make Pico justify text that is indented with the ">" character.
 
Notice that if you wish to add the patch that adds extended recognition of quote strings, you will need to add this patch before the latter, however if you want to avoid problems you can apply this patch, which contains both patches integrated.
